Voyah Dream 9 Malaysia Q1 2027: CBU first, CKD later, tax clock running

The Dream 9 starts as a fully taxed import, and its CKD version has at most nine months of the current EV tax exemption to use.

TL;DR
The Voyah Dream 9 comes to Malaysia in Q1 2027 in EV and PHEV forms, first as a CBU import, then as a CKD model, say Paultan.org and SoyaCincau.
CBU EVs lost their tax exemption on 31 Dec 2025. CKD EVs keep theirs to 31 Dec 2027, report Carz.com.my and Autobuzz.my.
No price and no CKD start date are out yet. If CKD began right after Q1 2027, it would get nine months of exemption under the current rule (our arithmetic).
The Voyah Dream 9 comes to Malaysia in the first quarter of 2027, as a fully imported car first and a locally assembled car later. The source is Volt Auto Malaysia, which sells Dongfeng cars here. It briefed reporters ahead of the China debut, Paultan.org reports.
That leaves one question for a buyer who wants a big Chinese MPV. When does the Dream 9 become cheaper to sell here, and does that happen before the tax break ends?

What did Volt Auto confirm for Malaysia?
Paultan.org reports four points from Volt Auto. Malaysia gets both the battery-electric (BEV) and the plug-in hybrid (PHEV). Volt Auto expects buyers to lean slightly to the PHEV. The car starts as a CBU and then moves to CKD. Voyah will sell through a dealer chain of its own, not inside Dongfeng outlets.
SoyaCincau notes that the only timing on record is "Q1 2027". Volt Auto named no day. Five days later, Paultan.org reported that Volt Auto is also considering two Voyah electric SUVs, the Passion S and the Courage. Neither is confirmed.
The car itself is large: 5,325 mm long on a 3,200 mm wheelbase, per Paultan.org and SoyaCincau. Per Paultan.org, the BEV carries 120 kWh for 701 km CLTC, roughly 575 km on the WLTP cycle. Both outlets list an 800-volt platform. SoyaCincau, quoting CarNewsChina, gives 20-80% in 12 minutes, a maker claim we have not tested.
The two outlets disagree on the PHEV. Paultan.org says its 65 kWh battery gives 300 km on the CLTC cycle, about 246 km WLTP. SoyaCincau labels that same 300 km as WLTP. We cannot settle it from these reports, so we show both.
What do CBU and CKD mean for the price?
CBU means the car arrives from the factory abroad in one piece. CKD means the parts arrive and a Malaysian plant assembles the car. The tax rule follows this split.
Budget 2023 proposed to extend the CBU EV exemption to 31 December 2025 and the CKD EV exemption to 31 December 2027, Autobuzz.my reported. Carz.com.my later reported that a Ministry of Finance revenue report confirmed the CBU end date. From 2026, says Carz.com.my, a CBU EV pays 30% import duty and 10% to 30% excise duty, on top of 10% sales tax.
How much did the CBU tax add to a Chinese MPV?
The Denza D9 shows the effect. In August 2025, Paultan.org's review listed the CBU D9 at RM259k (Advanced FWD) and RM309k (Premium AWD). In May 2026, after the CBU tax returned, Paultan.org listed RM299,000 and RM355,000.
Our arithmetic: RM299,000 - RM259,000 = RM40,000 (about 15%). RM355,000 - RM309,000 = RM46,000 (about 15%). That is the jump a CBU Dream 9 EV launches into.
Here is the field it joins, from Paultan.org's May 2026 MPV comparison unless marked:
Model | Powertrain | Build | Price (RM) |
|---|---|---|---|
GWM Wey G9 | PHEV | CKD | 269,800 OTR (Paultan.org, Jan 2026) |
Denza D9 | BEV | CBU | 299,000 to 355,000 (Paultan.org, May 2026) |
Zeekr 009 | BEV | Imported | 299,800 to 359,800 (Paultan.org, May 2026, tax-free stock) |
GAC M8 | PHEV | CKD | 327,763 to 387,763 (Paultan.org, May 2026) |
Voyah Dream 9 | BEV and PHEV | CBU, then CKD | Not announced |
Paultan.org notes that its Zeekr 009 and Xpeng X9 figures were for units that excluded import and excise duties. So the table understates what a fully taxed import costs today.
Who wins and who loses from CBU first?
Early Dream 9 buyers lose the most. A CBU BEV pays the full import and excise load from day one. A buyer who waits for CKD may pay less, but nobody has announced a CKD price.
The PHEV is the open question. Volt Auto expects more PHEV demand, but the CKD exemption in our sources covers EVs. We found no source that says a PHEV qualifies. The Wey G9 and GAC M8 show that CKD PHEV MPVs already sell here, so a local plant matters for the PHEV too.
Volt Auto wins time. CBU lets Voyah open showrooms and test demand before it commits to local assembly.
How much of the CKD window is left?
Our arithmetic: if the CKD Dream 9 started on 1 April 2027, the day after Q1 ends, nine months remain to 31 December 2027. Any later start leaves less. Neither source gives a CKD date.
Carmakers told Carz.com.my that two years does not pay back a new assembly line. The same Carz.com.my report says the Malaysian Automotive Association (MAA) urged the government to keep the exemption for locally assembled EVs until 2030. The government has not agreed to that in any source we fetched.

What should buyers watch next?
The next date is Budget 2027. The Star reported that the Prime Minister planned to table it in early October 2026. Any extension of the CKD EV exemption past 2027 would change the Dream 9's maths more than any spec sheet.
After that, watch for three facts from Volt Auto: the CBU price in Q1 2027, the CKD start date, and the assembly plant.

Arjun's take
I have watched exemption deadlines move before, and each move was a policy decision, not a law of nature. Volt Auto is doing the sensible thing: sell a few CBUs, read the market, then build. But the clock is not kind lah. Nine months is short for a new brand to pay off a line. At the end of the day, the Dream 9 price story is a Budget 2027 story. My view, not a forecast as fact.
